

6,719 businesses were interviewed for the employer survey. As with the 1998 and 2003 surveys, all respondents had the opportunity to be interviewed in Welsh and all correspondence was bilingual.
An advance letter was sent or faxed to all selected employers, explaining the purpose of the study and what would be involved for participants – this was both to provide more information and to help employers prepare for some of the more detailed questions in advance.
The Employer Survey sample included organisations of all sizes, as well as different industry sectors and locations across Wales. The samples have also been designed to allow reliable results to be provided at the following levels: National, Regional, and Sector Skills Council. However, sample sizes at SSC level are too small to provide information at a Unitary Authority and regional level in most cases.
The questionnaires were designed to provide answers comparable to previous surveys and other UK surveys. However, in some cases, a balance has been struck between continuity/comparability and ensuring that the survey provides the information we need for the future. While comparability is important for identifying and tracking change and confirming the 1998 and 2003 survey findings, comparability with other UK surveys has been given priority.
